Become a Consultant for the Authority

Quarterly, the Authority advertises its need for professional services under Consultant Agreements, and for individual projects in the New York State Contract Reporter  and maintains a record of consultant firms who have previously expressed an interest in working for the Authority. A firm that meets the Authority's professional requirements is invited to submit a letter of interest for a particular project. Bidding is not part of this procurement procedure.

How to Access Thruway Authority Property

All consultants must contact the appropriate Division Permit Office whenever access to Authority property is necessary. Permit Coordinators will assist you with obtaining proper work and/or occupancy permits, scheduling needed traffic safety resources and identifying any additional authorizations that may be required for property involving a key asset or critical infrastructure.

    AASHTOWare Project Support

    AASHTOWare Project is a suite of web-based software applications, developed by the American Association of State Highway and Transportation Officials (AASHTO), designed to address phases in the construction lifecycle. The NYS Thruway Authority currently utilizes several modules in this suite including Estimation, Preconstruction, and Construction & Materials.

    How to Access the Application

    Consultants will work through their agreement manager to obtain their login credentials for the application.

    AASHTOWare Project Estimation is the Authority’s required application for preparing and submitting Engineer’s Estimates. Estimation is a web-based application that supports estimation via cost-based and historical techniques while also permitting ad-hoc data entry.
