Statement By New York State Thruway Authority Executive Director Frank G. Hoare, Esq. Regarding the New Toll Management Service Provider Program

Remarks Delivered at the December 10, 2025 Thruway Authority Board of Directors Meeting

“In October, we announced a new Toll Management Service Provider program, included this information on our website, advertised in the Contract Reporter and began accepting applications from companies interested in offering toll management services to the commercial trucking industry.

Since the early 2000s, there were agreements with two companies that established Commercial Accounts with consolidated toll bills on behalf of individual trucking companies. Since that time, the tolling landscape has vastly changed with the introduction and now the prevalence of cashless tolling.  Our team looked at the agreements with the goal to update the terms and mitigate exposures and for the benefit of the commercial trucking industry. 

The commercial trucking industry is the lifeline of our economy here in New York and in the nation. During COVID when the world came to a grinding halt, it was commercial drivers who still went to work and delivered goods to keep us going.  We value them tremendously.

Commercial vehicles traveling on the Thruway pay toll rates that are among the lowest in the nation.  They pay 19 cents a mile. Compare that to the New Jersey Turnpike at 43 cents a mile. It’s among the lowest in the nation. Over the next five years, we are committed to re-invest $2.8 billion into the system to ensure it remains one of the safest and most reliable highways in the world, for those very commercial truckers.
The new program is open to all potential vendors and allows any service provider that meets minimum qualifications to apply therefore enhancing competition and providing improved services and pricing for customers in the commercial trucking industry.

  • It preserves NY E-ZPass discounts and increases transparency to the fees commercial fleets are charged by Toll Management Service Providers
  • It ensures the proper governance and oversight of service providers who elect to use the Authority’s Commercial Charge Account Program to provide services to trucking companies.
  • It limits liability and terminates outdated agreements.
  • And finally, it reduces financial risk by increasing surety requirements. Risks include bankruptcy, fraud or mismanagement on the part of any Toll Management Service Provider.

Having said that we understand that change can sometimes be difficult but I want to be clear about portions of the program and misinformation that's flying around.  

The new program has a one percent administrative fee charged to the Toll Management Service Provider, not the commercial trucking industry, which offsets the costs we incur to administer this program and allows them access our information that they use to operate and generate profits, considerable profits, for their business.  Without access to this system, paid for by New York State tolling authorities, service providers would not be able to make the tens of millions of dollars they currently enjoy.

To be clear - this is NOT a toll increase or a change in the discounts we offer commercial drivers. If someone is saying otherwise they are not telling the truth.

Again, toll rates and applicable discounts are NOT changing for commercial fleets as a result of this new program. In fact, this new program protects the fleet owners and ensures they receive the 20 percent volume discount and ultimately they will benefit from increased competition in this service provider arena.

Governor Kathy Hochul today urged New Yorkers to prepare ahead of severe thunderstorms set to impact the North Country and statewide extreme heat beginning Tuesday. For parts of the North Country, there is an Enhanced Risk, meaning a greater likelihood, for severe thunderstorms beginning Tuesday afternoon, continuing into Tuesday night. Governor Hochul Directs State Agencies to Prepare for Heavy Rain and Urges New Yorkers to Exercise Caution Due to Potential for Flash Flooding

Governor Kathy Hochul today directed state agencies to prepare for heavy rains and urged New Yorkers to exercise caution due to the potential for flooding. Starting this afternoon, rain will move in across New York State through Tuesday morning. Total rainfall amounts of two to four inches, with localized totals up to five inches, are possible for New York City, portions of Long Island, the Mid-Hudson and the Southern Tier. Heavy rainfall rates of up to one to two inches per hour can lead to flash flooding, especially in urban and poor drainage areas and if heavy rain repeatedly impacts an area. Some localized hourly rainfall rates may exceed more than three inches per hour. The risk for flash flooding has been elevated to moderate with a 70 percent chance for flash flooding. There is also a risk for severe thunderstorms today for New York City and portions of Long Island and the Mid-Hudson. Flood watches are currently in effect for Long Island, Mid-Hudson and New York City.

Governor Hochul Announces Start Of $98 Million Infrastructure Improvement Project On Thruway In Onondaga And Cayuga Counties

Governor Kathy Hochul today announced the start of a major $98 million infrastructure improvement project on the NYS Thruway (I-90) in Onondaga and Cayuga counties. The project covers approximately 61 total lane miles located just east of exit 39 (Syracuse - Fulton - I-690 - NY Route 690) to just west of exit 40 (Weedsport - Auburn - NY Route 34).
