Register for TOPS

If you are interested in establishing a TOPS account, please fill out the form below. Once your request has been approved, you will receive an email with your username and password along with information on how to access the TOPS system.

Permitting Services’ or individual Carriers may establish a TOPS account. Permitting Services can pay for permits using a Thruway Commercial Post-paid account (CAPS account).  A Carrier can pay for permits using either a Thruway Commercial Post-paid account (CAPS account) OR a major credit card (American Express, MasterCard, Visa, or Discover).

For more information on obtaining a CAPS account, please call 1-800-468-9946, and press "4" or ask for a Commercial Account Representative.

  • All fields are required, except where noted.
  • Company information in the request must match CAPS account information on file.

If paying by CAPS account, company name must match CAPS account information exactly.
